April Goudie
April Goudie is thrilled to join the Phoenixville Community Health Foundation Board, bringing a passion for the local community and a strong track record of collaborative leadership. Having made Phoenixville her home, April is invested in the region’s vibrant future, serving locally on the Schuylkill Township Planning Commission and Environmental Advisory Council, volunteering executive consulting services through RSVP, and working to build the Allies for Housing in Chester County alliance into a sustainable organization. Her long-standing commitment to community growth also includes past leadership as Board President for the Community Music School and Advisory Board Member for the Greater Philadelphia YMCA. Alongside her dedication to local civic life, April brings over two decades of corporate experience from Pfizer Inc. as a Director specializing in global alliance management, project and portfolio planning, and complex cross-functional drug development operations. She is eager to weave her corporate expertise in building strategic partnerships with her love for the Phoenixville area to help advance health equity and support the foundation’s vital work across Chester County.
Elias Kohn
Elias Kohn is a Phoenixville resident, attorney, and founder of Kimberton Law, where he represents and advises local and closely held businesses, particularly in the Phoenixville community, and litigates commercial disputes primarily against large corporations and governmental entities. Before founding Kimberton Law, Elias practiced at a complex commercial litigation firm and served as an Assistant District Attorney for the City of Philadelphia. Prior to becoming an attorney, he worked in environmental sustainability and earned a master’s degree in Forestry and Environmental Management from Yale University. Elias shares PCHF’s vision for a healthy, inclusive, and equitable greater Phoenixville region and is honored to support that mission. In addition to his legal experience, he draws on his background in urban food production and initiatives focused on expanding access to and preserving green spaces.
Justine Nieves
Justine is the Regional Director for Church Housing Corporation, bringing nearly a decade of leadership experience in the non-profit housing sector. She has overseen the management of a diverse portfolio of affordable housing communities, including HUD-subsidized senior housing, LIHTC workforce housing for families, transitional housing for individuals experiencing homelessness, a first-time home buyer’s program, and supportive housing for residents with special needs and mental health challenges.
With an Associate’s Degree in Behavioral Health from Delaware County Community College and a Bachelor of Arts in Psychology from West Chester University, Justine combines academic insight with hands-on operational expertise. She is recognized for her strengths in developing onboarding programs that enhance organizational effectiveness, her deep knowledge of HUD and LIHTC compliance, and her collaborative leadership style. Justine is deeply passionate about advancing human rights, particularly the fundamental rights to housing, healthcare, and nutrition. Her work is driven by a commitment to equity, dignity, and creating safe, supportive environments for all individuals, regardless of circumstance.
Tanya Vogel
Tanya Vogel is a healthcare executive with more than 12 years of leadership experience in population health, care management, and value-based healthcare delivery. She currently serves as Manage of Case and Condition Management for Independence Blue Cross, where she leads initiatives focused on improving healthcare quality, patient outcomes, and health equity across diverse communities. Tanya holds a Master of Science in Nursing and has been recognized for her innovative approach to healthcare program development, community-focused care models, and commitment to mission-driven service. Throughout her career, she has remained dedicated to improving the well-being of individuals and strengthening the systems that support healthy communities.
Tanya and her family have proudly called Phoenixville home for the past 13 years. They enjoy exploring the borough’s vibrant downtown, participating in community events, traveling to the beach, and discovering new places across the country. As a member of Borough Council, Tanya is passionate about preserving and enhancing the qualities that make Phoenixville such a special place to live. She believes strongly in the power of community and is committed to helping ensure residents have access to the resources and opportunities needed to thrive. Tanya is honored to serve on Borough Council and, in that capacity, represent the Borough as a member of the Phoenixville Health Foundation Board. She looks forward to supporting the Foundation’s mission and helping advance initiatives that strengthen the health, well-being, and vitality of the Phoenixville community.
